Section 11
Rights of rural municipalities and municipalities
(1) The single authority of rural municipality and municipality shall be as mentioned in Schedule-8 of the Constitution.
(2) Without adversely affecting the generality of sub-section (1), the functions, duties and rights of rural municipalities and municipalities shall be as follows:- a. City Police
(1) The formation, operation, management, regulation and formulation and implementation of city police policies, laws and standards,
(2) City Police may be mobilized to assist in the following activities:-
(a) Implementation of policies, laws, standards and decisions of the rural municipality or municipality (b) Security and protection of the property of the rural municipality or municipality,
(c) Security management of gatherings, traditions and festivals held at the local level (d) Supervision and management of local market and parking lot,
(e) Implementation of standards relating to village or town sanitation,
(f) Implementation of agreements and decisions made by the Judicial Committee (g) Protection and security of public and vacant land, public buildings, heritage and physical infrastructure,
(h) search, rescue, relief and rehabilitation related to disaster management,
(i) Unauthorized advertising and hoarding board control,
(j) Control of stray cattle and quadrupeds,
(k) Prevention and control of unauthorized construction and encroachment of public property (l) Other tasks assigned by the Executive. b. Co-operative Societies
(1) formulation, implementation and regulation of local policies, laws, standards related to cooperatives,
(2) Registration, permission, cancellation and dissolution of cooperative organizations operating within the geographical area of the respective rural municipality and municipality,
(3) Determining and regulating local standards regarding cooperative deposit and loan mobilization (4) Co-ordination and collaboration with national, central, thematic, provincial and local associations related to cooperatives,
(5) Local data management and study research related to cooperatives,
(6) Capacity building of local cooperatives,
(7) Promotion, mobilization and development of local cooperative sector. c. F.M. SOperation
(1) F up to one hundred watts. M. Radio Operating Permits, Renewal, Regulation and Revocation,
(2) Subject to the State Law, F.M. Other work related to operation. d. Local taxes, service charges and customs
(1) Property tax, house restoration tax, real estate registration fee, vehicle tax, service tax levy, tourism tax, advertisement tax, business tax, land tax (property), entertainment tax related policies, laws, subject to federal and state laws. Standards, Implementation and Regulation,
(2) Local infrastructure and service fee determination, implementation and management,
(3) Fees for new tourist services and adventure sports operating in water and land areas including trekking, kayaking, canyoning, bungee jump, zip-flyer, rafting, motorboat, Kevulkar service, etc.
(4) Assessment and collection of tax on herbs, kavadi and animals,
(5) Expansion and promotion of local revenue base,
(6) Collection of sales and export fees for stone, gravel, sand, soil, wood, firewood, gravel, slate, minerals, etc. (7) Fees, determination and collection of fees for recommendation, registration, permit, renewal etc (8) Incentives for Local Revenue Promotion,
(9) Exchange of revenue information and data,
(10) Policies, laws, standards and regulations related to revenue leakage control at the local level subject to federal and state laws,
(11) Policies, laws, standards and regulations regarding local infrastructure services and service fee collection on usage,
(12) Collection of goods,
(13) Other acts relating to taxes and service charges. e. Management of local services
(1) Policies, standards, service conditions, planning, implementation and regulation related to the management of local services,
(2) Management, utilization and coordination of employees who have been adjusted according to sub-section (2) of Article 302 of the Constitution,
(3) Organizational development, manpower management and career development,
(4) According to the local law, organization and management survey and determination of organization structure and positions,
(5) Use of information and communication technology in the management of local services, promotionand regulation,
(6) Manpower management and talent development,
(7) Other functions relating to the management of local services. f. Compilation of local data and records
(1) Policies, laws, standards, plans, implementation and regulation related to local statistics,
(2) Basic data collection and management,
(3) Records and registration management of births, deaths, marriages, divorces, immigration registrations and family records,
(4) Information and communication, collection and management of technical basic data,
(5) Other work related to the collection of local data and records. is. Local level development projects and projects
(1) Formulation, implementation, monitoring, evaluation and regulation of policies, laws, standards related to development projects and projects,
(2) Formulation, implementation, monitoring and evaluation of projects and projects necessary for economic, social, cultural, environmental, technology and infrastructural development,
(3) project studies, research and impact evaluation,
(4) Identification and record management of potential natural resources and resources (5) Urban development, settlement development and building related policies, laws, standards and related plans, project identification, study, implementation and regulation under federal and provincial laws,

(13) Development projects and other work related to projects. J. Basic and Secondary Education
(1) Early childhood development and education, basic education, parental education, non-formal education, open and alternative continuous learning, community learning and special education policies, laws, standards, plan formulation, implementation, monitoring, evaluation and regulation,
(2) Establishment, permit, operation, management and regulation of community, institutional, group and cooperative schools (3) Planning, conducting, permitting, monitoring, evaluating and regulating technical education and vocational training,
(4) Permitting, monitoring and regulation of schools providing education in mother tongue (5) Management of assets of merged or closed schools,
(6) Formation and management of village and town education committees (7) Formation and management of school management committee (8) Naming of the school,
(9) Community school land ownership, property records, preservation and management,
(10) Improving the quality of schools and distribution of teaching materials,
(11) Position matching of teachers and staff of community schools,
(12) Mapping, permission, approval, adjustment and regulation of schools,
(13) Construction, maintenance, operation and management of educational infrastructure of community schools,
(14) Conducting, monitoring and managing basic level examinations,
(15) Assessment and Management of Student Learning Achievement,
(16) Management of free education, student incentives and scholarships (17) Permit and regulation of out-of-school teaching services such as tutoring, coaching,
(18) Conservation, promotion and standardization of local educational knowledge, skills and technology,
(19) Operation and management of local libraries and reading rooms (20) Coordination and regulation of educational programs up to secondary level,
(21) Subsidies given to community schools and their budget management, accounting discipline of school income and expenditure, monitoring and regulation,
(22) Teaching learning, teacher and staff training and capacity development,
(23) AdditionalConducting educational activities. J. Basic health and sanitation
(1) Formulation, implementation and regulation of basic health and sanitation and nutrition related policies, laws, standards, plans,
(2) Operation and promotion of basic health, reproductive health and nutrition services,
(3) Establishment and operation of hospitals and other health institutions,
(4) Development and management of physical infrastructure related to health services (5) Control and regulation of clean drinking water and food quality and air and noise pollution,
(6) Enhancement of sanitation awareness and sanitary waste management,
(7) Determining and regulating service charges for decomposition, reuse, treatment, disposal and so on of sanitary waste,
(8) Operation of blood transfusion services and local and urban health services (9) Operation, permit, monitoring and regulation of drug stores,
(10) Coordination, cooperation and partnership with the private and non-governmental sector in the management of waste generated from the sanitation and health sector,
(11) Operation, permit, monitoring and regulation of services related to family planning and maternal and child welfare (12) Reduction, prevention, control and management of malnutrition of women and children. J. Local market management, environmental protection and biodiversity
(1) Policies, laws, standards, implementation and regulation related to local trade, commodity demand, supply and monitoring, consumer rights and interests,
(2) Management of market and haat market,
(3) Production, supply and export projection, pricing and monitoring of local commodities,
(4) Construction of infrastructure related to local trade and commerce,
(5) Monitoring and regulating the price and quality of local goods and services trade,
(6) Registration, permit, renewal, revocation, monitoring and regulation of local business firms,
(7) Local business statistics system and study research,
(8) Coordination and cooperation with the private and non-governmental sector,
(9) Local trade promotion, facilitation and regulation,
(10) Protection, promotion and archiving of local intellectual property,
(11) Consumer awarenessEnhancement, cost management of target consumers and quality testing of local goods and services,
(12) Formulation of local policies, laws, standards, plans related to environmental protection and biological diversity and its implementation, monitoring and regulation,
(13) Reducing environmental risks at the local level,
(14) Control, monitoring and regulation of the sale and consumption of consumer goods that adversely affect public health at the local level and control, monitoring and regulation of environmental pollution and harmful substances. (15) Cleanliness and waste management at the local level (16) Adoption of low-carbon and environment-friendly development at the local level (17) Protection and promotion of green areas at the local level,
(18) Determining and managing environmental protection areas at the local level (19) Local market management, environment protection and other activities related to biodiversity. T. Local roads, rural roads, agricultural roads and irrigation
(1) Formulation, implementation, monitoring and regulation of local, rural and agricultural road and irrigation policies, laws, standards and related plans,
(2) Formulation, implementation, maintenance, maintenance and regulation of master plans related to local, rural and agricultural roads, Jholugen pools, Pulesa, irrigation and embankment,
(3) Construction, operation, maintenance, maintenance, upgrading, monitoring and regulation of local level irrigation system,
(4) Management and regulation of transportation safety,

(3) Formation and operation of the committees of the Assembly (4) Formation of a joint committee on matters of common concern and partnership among local levels (5) Discussion on the report presented to the Assembly by the Executive and Judiciary Committees and necessary instructions in this regard (6) Instructions to the executive for effective implementation and good governance of development plans and programs (7) Rural municipality dataRegulation of financial expenses to the municipality,
(8) Local conciliation and arbitration,
(9) Other functions related to management of village assembly, town assembly, conciliation and mediation. d. Local Records Management
(1) Creation, implementation, monitoring and regulation of policies, laws, standards, plans related to local records management,
(2) Collecting and processing data including demographic, natural, economic, social, cultural, physical infrastructure, employment conditions, gross domestic product, per capita income, human development and gender empowerment index, revenue and expenditure in the latest technology and national and local information system. Up-to-date documentation of affiliations and background images and resource maps,
(3) Establishment and operation of Information and Records Center,
(4) Up-to-date records with details of public property, community property, buildings, roads, shops, businesses,
(5) details of completed and ongoing schemes within their area and up-to-date records of the assets of such schemes,
(6) Use of latest information technology in local records management,
(7) Other functions related to local records management. D. Distribution of Land Owner Registration Evidence
(1) Local land survey map, inventory, current, registration, name change and cancellation of filing,
(2) Land owner registration certificate distribution and cost management,
(3) Taxation according to classification of land,
(4) Coordination and facilitation in acquisition of land for public purposes, determination of compensation and distribution,
(5) Coordinating and facilitating surveying maps and land ownership determination (6) Other work related to distribution of land owner registration evidence. n. Agriculture and animal husbandry, agricultural production management, animal health, cooperative
(1) Local policies, laws, standards, planning, implementation, monitoring and regulation related to agriculture and animal husbandry, agricultural production management and animal health,
(2) Agriculture and livestock market information, market and market infrastructure construction, small irrigation construction, training, technology dissemination, technical support, agricultural material supply and farmersOperation, monitoring and regulation of capacity development programme,
(3) Control of natural disasters and epidemic diseases caused by agriculture and livestock (4) Administration of veterinary medical services,
(5) Protection and promotion of agricultural environment and biological diversity,
(6) Development and management of livestock improvement systems,
(7) Promotion, development and marketing of high value agricultural products (8) Development and management of local pastures and pastures (9) Quality regulation of animal feed,
(10) Management and information system of animal and bird data at the local level (11) Management and regulation of animal slaughterhouses and cold storage,
(12) Livestock Insurance and Credit Facilitation,
(13) Animal husbandry and other work related to animal health. So Management of Senior Citizens, Persons with Disabilities and Disabled
(1) Implementation, operation and management of social security programs subject to federal and provincial laws (2) Updating the information of senior citizens, disabled persons and the helpless, distribution of identity cards, management and distribution of social security and facilities,
(3) Operation and management of senior citizen clubs, day service centers, meeting places, shelter centers,
(4) Operation and management of accident rehabilitation centers, senior citizen centers and disabled care centers in coordination with the federal and provincial governments. (5) Operation, management, monitoring and regulation of rehabilitation centers for street children, orphans, helpless, disabled and mentally challenged persons,
(6) Other work related to the management of senior citizens, disabled persons and disabled persons. Th. Compilation of unemployment statistics
(1) Data collection, processing and establishment of information system of employment and unemployed labor force,
(2) Data collection and information management of domestic and foreign workers at the local level (3) Data collection and management of skilled manpower in various fields and subjects (4) Compilation and management of information and data on safe foreign employment and labor force in foreign employment,
(5) Provision of Employment Information CentreConstruction and operation,
(6) Conducting financial literacy and skill-based training for the labor force going to foreign employment,
(7) Social reintegration of persons returning from foreign employment,
(8) Use of knowledge, skills and entrepreneurship gained from foreign employment (9) Other work related to the collection of unemployment statistics. The. Management, Operation and Control of Agricultural Extension
(1) Local policies, laws, standards, planning, implementation, monitoring and regulation related to agricultural extension,
(2) Projection, management and mobilization of agricultural extension and manpower (3) Capacity building, technical services, support, skill development and empowerment of farmers (4) Supply, use and regulation of agricultural breeding, breeding, fertilizers and chemicals and drugs,
(5) Coordination, management and regulation of farmer groups, agricultural cooperatives and local associations related to agriculture (6) Protection and transfer of agricultural technology at the local level,
(7) Dissemination of agricultural information,
(8) Development and management of local resource centers,
(9) Promotion and propagation of natural farming and fertilizers,
(10) Other work related to the management, operation and control of agricultural propagation. Dh. Drinking water, small hydropower projects, alternative energy
(1) Local drinking water related policies, laws, standards, planning, implementation and regulation,
(2) Water tariff determination and water service management,
(3) Local level policies, laws, standards, planning, implementation, monitoring and regulation related to hydropower projects up to one megawatt,
(4) Formulation, implementation, regulation, policies, laws, standards, plans related to alternative energy at the local level (5) Management, operation, monitoring and regulation of local electricity distribution systems and services,
(6) Development and transfer of technology related to alternative energy at the local level, capacity building and promotion,
(7) Water supply, small hydropower projects and other works related to alternative energy. No. Disaster Management
(1) Implementation, monitoring and regulation of local policies, laws, standards, plans related to disaster management,
(2) Pre-disaster preparedness and response plan at the local level, early notification system, search and rescue, early storage, distribution and coordination of relief materials,
(3) Local embankment, control of rivers and landslides and management and regulation of rivers,
(4) Mapping of disaster risk areas and identification and relocation of settlements,
(5) Cooperation, coordination and cooperation with the federation, state and local communities, associations and private sector in disaster management,
(6) Establishment and operation of disaster management fund and mobilization of resources (7) formulation, implementation, monitoring and regulation of local level projects related to disaster risk reduction,
(8) Post-disaster rehabilitation and reconstruction at the local level,
(9) Local disaster data management and study research,
(10) Local emergency operations management system,
(11) Implementation of community-based disaster management programs,
(12) Other work related to disaster management. P. Conservation of water bodies, wildlife, mines and minerals (1) Implementation and regulation of local policies, laws, standards and plans related to the protection of water bodies, wildlife, mines and minerals,
(2) Conservation of water sources,
(3) Community land conservation and land-based income generation programs,
(4) Community adaptation through land conservation and watershed management (5) Collection of information and facts related to mines and minerals (6) Support in the conservation and development of precious metals, stones and minerals,
(7) Registration, permit, renewal, cancellation and management of mining materials such as stone, gravel, sand, salt, clay, gravel and slate; (8) Publication of geological maps. f. Preservation and development of language, culture and fine arts (1) Local level policies, laws, standards, plans, implementation, monitoring and regulation related to the preservation and development of language, culture and fine arts,
(2) Conservation, maintenance, promotion and development of antiquities, ancient monuments and museums,
(3) Operation and management of traditional fairs and festivals,
(4)Acts related to social mobilization against corruption and bad culture against prevailing laws,
(5) Other work related to the preservation and development of language, culture and fine arts.
(3) Common rights to be used by rural municipalities and municipalities in cooperation with the federation and provinces shall be as mentioned in schedule-9 of the constitution.
(4) Without adversely affecting the generality of sub-section (3), the functions, duties and rights of rural municipalities and municipalities shall be as follows, subject to federal and provincial laws, in the following matters:- a. Sports and newspapers
(1) Infrastructure construction, operation and development of local level sports structures (2) Regulation and coordination of local level sports administration and associations (3) Development and promotion of sports,
(4) Organizing and participating in sports competitions,
(5) Development of sports related infrastructure,
(6) Registration, records and regulation of local newspapers. b. Health
(1) Determining local level health-related goals and quality according to federal and state level goals and standards (2) Clinic registration, operation permit and regulation of general hospitals, nursing homes, diagnostic centers and other health institutions,
(3) Production, processing and distribution of medicinal plants, herbs and other medicinal products at the local level,
(4) Management of social security programs, including health insurance (5) Determination and regulation of minimum prices of drugs and other medical products at the local level (6) Appropriate use of drugs at the local level and reduction of antimicrobial resistance,
(7) Procurement, storage and distribution of medicines and health equipment at the local level,
(8) Management of health information systems at the local level,
(9) Public health surveillance at the local level (10) Operation of local level promotional, preventive, curative, rehabilitative and palliative health services,
(11) Promotion of public health services including healthy lifestyle, nutrition, physical exercise, yoga practice, adherence to health circle, panchakarma,
(12) Zoonotic et alControl and management of canine diseases,
(13) Control and increase awareness of the use of tobacco, alcohol and drugs (14) Management of traditional health care services including Ayurvedic, Unani, Amchi, Homeopathic, Natural Medicine,
(15) Public health, emergency health and epidemic control planning and implementation,
(16) Disease Control and Prevention,
(17) Provision of emergency health services and management of local services. c. Services like electricity, water and irrigation
(1) Management of electricity distribution systems and services,
(2) Determination of water tariff and management of water service,
(3) Management related to operation and maintenance of local small surface and underground irrigation system, service fee determination and collection. d. Service charges, customs duties, fines and royalties from natural resources, tourism fees
(1) Formulation, implementation and regulation of policies, laws, standards plans related to local service charges, customs duties, penalties,
(2) Natural resource and service fees, royalty collection, coordination and regulation,
(3) Mining of minerals and collection of royalties thereon,
(4) Collection of royalties derived from operation and management of community forests,
(5) Collection of royalties received from the operation of services such as Panighatta, Kulo, Pani. e. Forestry, Wildlife, Birds, Water Use, Environment, Environment and Biodiversity
(1) Local policies, laws, standards, plans, implementation, monitoring and regulation related to forest, water, wildlife, birds, water use, environment, environment and biological diversity,
(2) Protection, promotion, use, monitoring and regulation of community, rural and urban, religious, communal and partnership forests at the local level and management of forest user groups,
(3) Management of community, religious and confessional forests in the central region,
(4) Management of plantations on river banks, river banks, canal banks and roadsides at the local level,
(5) Promotion, monitoring and regulation of private forests at the local level,
(6) Public vacant land at the local level, pakha orPlantation, maintenance, utilization and management in the area,
(7) Survey, production, collection, promotion, processing and market management of herbs and other non-timber forest products at the local level,
(8) Establishment, management and promotion of forest seed orchards,
(9) Nursery establishment, plant production, distribution, planting and propagation,
(10) Conservation, commercial rearing, utilization and monitoring of wild animals and birds,
(11) Human-Wildlife Conflict Management,
(12) Establishment and operation of local zoos (Zoos),
(13) Local wildlife tourism and income generation,
(14) Management of Akhetopahar at the local level,
(15) Forest, wildlife and bird records and study research at the local level,
(16) Land related to monuments and archaeologically important forests, border areas, coastal areas included in the World Heritage List,
(17) Control of Michaha species,
(18) Local Risk Reduction,
(19) Biodiversity Archives,
(20) Promotion of greenery at the local level,
(21) Formulation, implementation, monitoring and follow-up of regional plans related to local small water use (22) Conservation and promotion of Raithane species,
(23) Reducing environmental risks at the local level,
(24) Pollution control and regulation and management of harmful substances at the local level (25) Adoption of low-carbon and environment-friendly development at the local level (26) Determining and managing environmental protection areas at the local level. f. Social Security and Poverty Alleviation
(1) Local policies, laws, standards, regulations and studies on social security and poverty alleviation (2) Local plans, programs, resource mobilization and management related to target groups,
(3) Liaison, coordination and cooperation with the association, state and local associations for the implementation of social security,
(4) Local data and information management related to social security,
(5) Local survey, information management and regulation related to poor household identification,
(6) Local Social Security SchemeNo and management. is. Personal Events, Births, Deaths, Marriages and Facts
(1) Registration of personal events (births, deaths, marriages, migrations, divorces and adoptions and adoptions),
(2) Policies, laws, standards, plans, implementation and regulation relating to local statistics of individual incidents,
(3) Record management and reporting of individual incidents. J. Archaeology, ancient monuments and museums conservation, development and reconstruction at the local level. J. Squat Management
(1) Squatter Identification and Record Management,
(2) Livelihood and settlement management related to squatters. J. Royalties derived from natural resources
(1) Policies, laws, standards and regulations related to royalties from natural resources,
(2) Collection and distribution of royalties from natural resources. T. Vehicle permit
(1) Local policies, laws, standards, planning, implementation and regulation related to transportation management,
(2) Route determination, permit, renewal, cancellation, quality of service, fare rate determination and regulation of local public transportation,
(3) Promotion of environmentally friendly, climate change adaptation, disaster risk sensitive, disabled and gender friendly transport system at the local level.
(5) In addition to the rights mentioned in sub-sections (1) and (3), other functions, duties and rights of the rural municipality and municipality shall be as follows:- a. Land Management
(1) Formulation and implementation of local-level land-use policies, plans, programs subject to federal and provincial laws,
(2) Formulation and implementation of systematic settlement development programs subject to federal and provincial standards, integration of land for integrated settlement development and land development and management,
(3) Unorganized settlement management at the local level. b. Communication Services
(1) Permit, renewal and regulation of internet service, telecenter, cable and wireless television broadcasting within the local area subject to federal and state laws,
(2) Development and promotion of information technology in the local area. c. Transportation Services
(1) Local bus, trolley bPolicies, standards, planning, implementation, monitoring and regulation of medium capacity mass transit systems such as buses, trams,
(2) Utilization of national rail infrastructure and operation, management, maintenance, coordination, partnership and cooperation of urban rail services within the metropolitan area.
(6) The union or the province may, in accordance with the constitution and prevailing laws, entrust any matter within its jurisdiction to the rural municipality or municipality by making a law.
(7) A rural municipality or a municipality may make and implement laws, policies, plans, standards and procedures as needed while exercising the duties, duties and rights under sub-sections (1), (3), (4) and (5).
(8) The local level may establish a sister relationship with any local government abroad after taking the prior approval of the Government of Nepal in consultation with the Provincial Government.
(l) Registration and renewal of associations, organizations (1) Local policies, laws, standards, plans, implementation and regulation related to association, organization operation,
